Expanded supported Python versions to 3.9–3.13 in CI, setup.py, and documentation. Updated requirements and environment files to use more flexible version specifiers and require Python >=3.9. Added optional development dependencies to requirements.txt.
Improved and clarified PostgreSQL client library installation instructions in the README for all major platforms.
