ci: bump very_good_cli to 1.4.0

Summary

Bumps the pinned very_good_cli version from 1.1.0/1.1.1 to 1.4.0 across all three reusable workflows, and aligns them to a single consistent version.

Changes

• .github/workflows/dart_package.yml: 1.1.1 → 1.4.0
• .github/workflows/flutter_package.yml: 1.1.1 → 1.4.0
• .github/workflows/license_check.yml: 1.1.0 → 1.4.0

This eliminates the Update available! 1.1.1 → 1.4.0 notice shown on every CI run and brings all workflows in sync with the latest published release (1.3.0, 2026-06-29).
