Also whoops classes never had `inline` (they've had `value` this whole time)

This gets rid of the redundant
ProtobufFlagsinterface in favor of (a modified version of) the Kotlin MetadataFlagsclass. I would like input on this change, along with how the code looks when referencing said flags.
