feat(models): expand and rationalize model catalog

Summary

• Added Moonshine 0.1.5 streaming models, refreshed pins, and safely retired six deprecated IDs while preserving installed-model management.
• Added Nemotron 3.5 streaming, Bengali Zipformer, and Distil-Whisper Large v3 entries.
• Corrected Qwen3 language metadata and added locale/tag handling for Nemotron streaming.
• Updated model-manager/UI retirement metadata, generated model docs, tests, and the locked Moonshine dependency.

Problem

The gateway catalog was missing useful streaming and high-accuracy tiers, advertised stale Qwen3 coverage, and had no safe deprecation path for models already installed on disk.

• Model pin verification (60 pins, 0 mismatches)
