feat: simplify gateway admin navigation and setup flows

Problem

The admin UI gives setup, model selection, and server diagnostics similar prominence, making everyday tasks difficult to find and follow.

Summary

• Add a persistent desktop sidebar and compact mobile navigation, with updated typography, spacing, and neutral dark surfaces while retaining both themes.
• Put setup and pairing ahead of activity; show four primary metrics and expand performance and server details on demand. Preserve the performance disclosure across live refreshes.
• Add All models, Fits this machine, and Downloaded shortcuts, collapse optional filters, and simplify the pairing flow with numbered steps and expandable advanced options.
• Improve sign-in copy, keep the workspace inert while signing in, return to the requested tab after authentication, and support additional navigation keys. Remove external font requests.

Verification

• Ruff check and format check; strict mypy on app; WPS/E999 check on all of app.
• Full pytest suite: 596 passed. Final admin regression run: 43 passed.
• JavaScript syntax check and git diff --check.
• just compose.
• Browser review at desktop and 390px mobile width, in dark and light themes; model filtering and expansion, sign-in return to Settings, and performance disclosure persistence verified.
• Container build: not applicable; no Dockerfile or lockfile changes. Package audit was not rerun.
• Operator deployment/configuration docs: not applicable; no setup commands, network behavior, or configuration schema changed.
• Live recording and physical phone pairing were not tested.

Privacy and security

• No secrets, recordings, transcripts, or private hostnames added.
• No weakening of bearer auth, upload limits, retention, or default binding.
