Universe

Universes

A Universe is at the top of any hierarchy in Politics. It is essentially a group of Worlds, or just one World. It has it's own set of Universe Rules which define gameplay and options inside the Universe.

Each Universe keeps track of it's [World] and all of the Groups and GroupLevels which are within those worlds.
