Universe

Universes

A Universe is at the top of any hierarchy in Politics. It is essentially a group of Worlds. It has it's own set of Universe Rules which define gameplay and options inside the Universe.

Each Universe keeps track of all of it's Worlds and all of the Groups and GroupLevels within those worlds.
