Photo Viewer Tool's Z-index is too high

This tool blocks filter drawer menu buttons and sometimes for other sidebar items too.

It should be set to 1 such that it is below the Map Layers menu panel, or at most 5 such that it is below the Issue Filter menu panel.
Said so, preferably 1 such that it doesn't hinder native elements.
