- Moves all W3C documents to a WinterCG archive
- Updates issue templates with small language tweaks
- also adds meeting agenda template
- Creates Ecma-appropriate license file
- Updates README (currently identical to .github/profile/README
- Updates proposals list
… at 120, not 80, because it's 2025)
