nit: I think this could be a touch clearer

Suggested change
- If `DomainID` is zero:
- If `DomainID` is zero (`000....000`):

- Clear `MPTokenIssuance(Vault.ShareMPTID).DomainID`
- Otherwise:
- Set `MPTokenIssuance(Vault.ShareMPTID).DomainID = DomainID` (Set the Permissioned Domain).
