To debug test failures we would like to use `netstat`, but that package wasn't installed yet in the CI images. This change uses the new CI images created by XRPLF/ci#79.

To debug the flaky network-related tests in
rippled, we would like to usenetstatto check network statistics. However, none of the CI images contain that application. This PR installsnet-tools, which includesnetstat.
