SpawnChunks aren't loaded

When I start the server, it says in the console that no chunk is loaded, which means that the spawn chunks are not active.

While playing on the server, naturally being in the ordinary world, not a single mob on the farm spawned.

In paper.yml spawn chunks are included, area 16 by 16, setworldspawn rearranged to the desired point.

Perhaps this is a problem for me, what I put incorrectly, please help here because there are no forums on Yatopia.

Its normal, it shows chunks loaded before loading the world
