• Scope documented-leader preflight to adapted Ralplan authority on role-routing-unavailable surfaces.
• Preserve deterministic denial, host-receipt consensus gating, and OMX hook causes infinite tool-call loop in Codex, consuming ~380M tokens and repeating unmatched session id #3253 unmatched native Stop no-op semantics.
• Align source, docs, release collateral, CLI help, generated/plugin mirrors, and regressions.
