v2.17.1: Improved chapter detection

Fix

• Improved chapter detection in video descriptions: timestamps at the end of lines are now recognized as valid chapters.
• Isolated timestamps (not surrounded by at least an other chapter lines) are no longer considered chapters, reducing false positives in descriptions with time mentions.
