Creates a checking service which will check if a users api creds are valid. This is done on the wizard and in accounts.
Updated the messaging to show 4000 free submissions per day Wayback Machine / Save Page Now allows capturing 200 URLs per day for anonymous users. The plugin setup says 200 captures per month. #152
