When a maven-sdk.yml manual dispatch with publish: true overlaps a tag or manual GDK release, only the latter participates in this concurrency group; the directly dispatched Maven workflow has no concurrency setting. Both runs can therefore pass the single Maven Central preflight before either artifact is visible and invoke publishAndReleaseToMavenCentral for the same immutable coordinates, causing one release to fail. Use the same concurrency group for the standalone Maven publisher as well.
