Fixes issue in downloading US census data first observed by @acocac here; see this section from
ggplot2docs for a good explanation on differences between thernaturalearthandtigrispackages.Note that the actual US state boundary data is loaded from the
rnaturalearthhirespackage which needs to be installed as well.
