This PR introduces a new GitHub workflow that automatically adds a
[WIP]prefix to newly opened PRs and posts a comment explaining the purpose of the prefix. This fulfills the request to provide context to contributors when their PRs are marked as Work In Progress. The comment is only added if the[WIP]prefix was not already present in the PR title.
