On startup, enable databases to automigrate.
Additionally, cache SQL instances in
SqlLinkStateandSqlObjectStoreto prevent race conditions, which is caused by multiple concurrent Alembic migration processes trying to run on the same database file.As a cleanup, removed some redundant tests.
