Description
Fix the UI to be more responsive and added navbar header toggle

Motivation and Context
The UI was build without responsiveness, while the code supported bootstrap libraries, it wasn't being utilized correctly. Changed out to newer version of bootstrap from 3 -> 5 to fix some of the old library issues.
How Has This Been Tested?
This has been tested manually from google browser switching between regular view and responsive view targeting iPhone 14 Pro Max display (430x932)
