Add coverage report for infrastructure tests

Purpose

This PR uses pytest-cov to add an HTML coverage report for the infrastructure unit tests.

Infrastructure changes:

• Added COVERAGE=n option which when set to y will produce an HTML code coverage report at coverage_html_report and print a coverage report to the terminal
• Added volume mounts to make dev target
