Picks up the chain refactor, MLAT_MARKER to MLAT_PRIVATE co-emit, and AIRPLANES_CONFIG_BACKUP_BASE support from airplanes-live/airplanes-webconfig#5. Drift CI will fail until that PR lands on dev.

Picks up the chain refactor and MLAT_MARKER to MLAT_PRIVATE translation from airplanes-live/airplanes-webconfig#5. The vendored copy stays byte-equivalent with the webconfig canonical; the drift CI check will fail until the matching webconfig PR lands on dev.
