…24 status Adds a privileged helper binary and a shared internal/aggregator package for optionally feeding third-party networks. This slice ships the FR24 descriptor and read-only status/list verbs; releases now build the per-arch apl-aggregator binary alongside the webconfig binary.

Introduces
apl-aggregator, a privileged helper for optionally feeding third-party networks (e.g. Flightradar24) alongside airplanes.live, plus a sharedinternal/aggregatorpackage that both the webconfig server and the helper use as the single source of truth.This first change is read-only: it ships the Flightradar24 descriptor and the
status/listverbs that report per-adapter availability and lifecycle state without exposing any secret values. Enabling, configuring, and the web UI follow in later changes.The release pipeline now builds and publishes the per-arch
apl-aggregatorbinary alongside the webconfig binary, and the release-payload contract is updated accordingly.
