Fix HTTPS certificate acquisition for ephemeral Tailscale machines
- Replace tailscale.LocalClient{} with ts.LocalClient() in HTTPS proxy
- Add error handling for LocalClient acquisition
- Remove unused tailscale/client import
- Make TS_STATE_DIR required to prevent duplicate machines on restart
- Update README with persistent storage requirements
