Summary
Reverts the v0.28.1 release commit to allow a proper release once the OIDC publishing fix (#1042) is merged.
Context
The v0.28.1 release failed to publish to npm due to OIDC authentication issues. This revert brings the version back to 0.28.0 so we can do a clean 0.28.1 release that includes the fix.
