Summary
This build would create binaries for darwin for amd64 and arm64, but wouldn't take the extra step of creating a universal binary from the two. This PR fixes that.
Additionally, we create the ubuntu arm64 binary as well.
The ubuntu images were updated to 24.04, and the golang version was bumped to v1.23.11.
A CLAUDE.md file was also added.
Testing
Ran pipeline and verified production of binaries.
