Simply I not found Asia/Jerusalem at the list. Tripple checked.
And Irkutksk is about 6 hours from Jesuralem, BTW.

Jerusalem isn't currently in the list, this PR is meant to add Jerusalem to the list once merged
it's been open for a very long time though, @alienatedsec can you review/merge?
