(CM-416) Remove tmp directory#14

This was accidentally committed before we added it to `.gitignore`, as the build process adds symlinks to the directory, this is messing with the Docker build when we run `COPY`. This should fix it.
Not sure if this is necessary, but have cribbed this from Whitehall
