Description
Add a CI link checker that splits deterministic and flaky checks:
validate.ymlblocks PRs on broken internal references and anchors (via lychee --offline),external-reference-check.ymlruns network checks on PRs (informational) and weekly on a cron (files/updates one issue on rot). * Shared config lives in.github/lychee.toml.
