A few criteria were used here, all based on the ubuntu vulnerability web UI, e.g. https://ubuntu.com/security/CVE-2021-4209 and similar pages. The only particular note is: Ignored vulnerabilities were labeled as "true positives", "needs evaluation" were labeled as "unclear".
