Pilot Protocol (github.com/pilot-protocol/pilotprotocol, AGPL-3.0, 111+ stars) is an overlay network built for AI agents: permanent virtual addressing, encrypted UDP tunnels (X25519 key exchange + AES-GCM), and STUN/hole-punching NAT traversal with relay fallback, similar in spirit to the other overlay networks already listed (Nebula, Netmaker, OpenZiti). Its trust model differs slightly from most VPN-style overlays: membership and trust are decoupled -- an agent can be reachable on the network while still requiring an explicit, mutually-approved handshake before another specific peer can exchange data with it. Zero external dependencies (Go stdlib only). Docs: pilotprotocol.network/docs.
