LoongArch is a new architecture which is similar to the RISC-V. Add the config information at `config.guess` and `config.sub` to support it. Also, same as commit 6f60cf1, `config.guess` and `config.sub` is synced with the upstream. Signed-off-by: SPC <[email protected]>
