Create a subcommand which validates that the configuration provided is portable in its initial load and passes expected assertions for specific configurations.

Validation checks that ng-dev configurations do not require other files for initial load and that it passes all assertions for provided configurations. This is being done to allow/support loading configurations within github actions.
