Cloud build: /cloudbuild/perf.yaml is used to create a VM ad start microbenchmarks on the VM.
Github workflow: github/workflows/gatekeeper.yaml starts an workflow action where to looks up label "gcb-perf". If the label exists it starts cloud build else it doesn't it skips running cloud build
