Anoma module submission support #3404

Depends on Additional Anoma compilation CLI options #3403
Adds the --mock-storage option which generates import code compatible with simulated storage.
Modifies imports to scry on cross-module calls, with appropriate keys.
Changes the Anoma version to one containing a bugfix for local storage scry

The merge-base changed after approval.
