FIX: local access to file in example-data repo

• Fix Bug located in downloads.py #7202 (incorrect handling of file)
• Remove incorrectly handled debug statements.
• Add unit test when using local repo to test example data.
• Fix Bug located in CI/CD #7214 (race condition for unit test temp directory)

Description

• Fix a defect when trying to use a local copy of example-data.
• Move a leftover print statement for debugging into the logger.
