Add harness-engineering plugin to external_plugins directory. This plugin provides AI Agent engineering capabilities including project initialization, codebase audit, sprint management, TDD workflow, and verification. It integrates obra/superpowers workflow skills and supports both Claude Code and CodeBuddy. MIT licensed. Repository: https://github.com/huangbaixun/harness-engineering
