This adds an appearance option to keep the title enabled when there is no active window.
This is useful for custom undefined titles such as "Fedora" or "Desktop", which can then keep their normal appearance instead of looking disabled.
The option is disabled by default, so the existing behavior is preserved.
Tested with and without an active window.
