bump goauth to 0.17.0, smpl_jwt to 0.9.0

Problem

goauth and smpl_jwt haven’t been updated in quite a while

Summary of Changes

• bump goauth to 0.17.0
• bump smpl_jwt to 0.9.0
• JwtClaims::new now takes &[Scope] instead of Scope. updated our struct to reflect it
• goauth::get_token doesn't support async now. I just wrapped it into tokio::task::spawn_blocking to minimize code changes.
