The plugin is not enabled by default so you need to enable it first: https://docs.api7.ai/hub/opentelemetry#enable-opentelemetry-plugin

The fact is also explained in the opentelemetry plugin docs in this repo, but structurally it appears at the wrong place. I'll open a doc PR to improve the info presentation in this doc.

Thanks for the reply. I roughly understand how plugin enabling works — when plugins is configured, do the other system plugins not start by default?
