[FLINK-37367][state/forst] Make ForSt inherit unloaded SST files after restorations.

What is the purpose of the change

To fix the bug that ForSt does not inherit uploaded SST files from restored checkpoints.

Brief change log

• Register materializedSstFiles during restorations
• Skip incorrect file-reusing in DataTransferStrategy
