Clean cherry-pick of PR #11481 (already merged to master) to maven-4.0.x, removing a temporary maven-antrun-plugin workaround for site directory creation that is no longer needed since resolver-tools 2.0.11 handles it natively. The maven-4.0.x branch uses resolver 2.0.21, well above the 2.0.11 threshold.
The removed code's own comment ("TODO: remove with next version of resolver-tools") confirms this was always intended to be temporary. The original PR #11481 has been running without issues on master since 2025-11-24.
