Added EL OGNL Freemarker Tiles Factory

It only supports one tiles.xml (/WEB-INF/tiles.xml)file
It has the minimum set of dependencies enabling one to run EL and OGNL tiles

Since this is more an example of how to set up (configure) Tiles to work with EL and OGNL I think this would be better suited to live under a examples section…

we have https://svn.apache.org/viewvc/tiles/examples/trunk/ which is likely very outdated now and never got sync to git.

so i think that a new submodules tiles-examples can be created. then create a example-el-ognl submodule again under that…

Hi Michael,
Sorry it took so long replying, I also tried uplifting the former tiles-example... That proved a bit too much for now :)
Will submit the porposed changes in a new module in tiles/examples/example-el-ognl .
