ci: Publish the runtime image with the Apify service account - #38

The release workflow now logs in to Docker Hub with the same two secrets apify-actor-docker publishes with, APIFY_SERVICE_ACCOUNT_DOCKERHUB_USERNAME and APIFY_SERVICE_ACCOUNT_DOCKERHUB_TOKEN, which reach this repository via the Doppler -> GitHub sync. The default target repository moves from the personal dev namespace to apify/actor-runtime, docker/login-action is bumped to v4 to match the reference workflows, and the README's publishing section describes the new setup.
