This PR adds
OTEL_RESOURCE_ATTRIBUTESso that the user can add their own attributes like their test case, platform etc throughOTEL_RESOURCE_ATTRIBUTES=testcase.id=my-test-123,team=platform.Part of #401
Note: We can plan the architecture refactoring after this PR or so.
