Update fdbcli to consistently use fmt library

The fmt library is already an available dependency, and it has several advantages over format, printf, sprintf, etc.:

• Stronger compile-time type safety checks
• Better performance
• Compatibility with C++20 standard functions like std::format, making a future migration to STL easier

More details are available at https://fmt.dev/12.0/. fmt is already in use in some places, so this PR helps standardize formatting across the repo. In future PRs, other libraries can be updated to use fmt consistently.

This PR was implemented using a treesitter-based tool that rewrites string formatting functions with fmt equivalents.
