Format release notes, add missing details

Description of Change

1. Divides changelog entries into bug fixes, new features, performance improvements, and dependency changes. Removes more subjective categories ('highlights' and 'major' enhancements)
2. Adds a few missing entries (e.g. adds resource identifier schema re #12394 #12406 and js-cookie upgrade)
3. Adds upgrading Arches section
