[Polish] Add Micro-interactions & Loading States - #681

Adds subtle animations and loading states to improve the user experience. - Adds a CSS keyframe "pulse" animation to the "Connected" status dot in the header. - Adds a "pulse" opacity animation to the Timer when it is active/running. - Creates a skeleton loading state for the Dashboard tiles while WebSocket data is connecting.
