Adds Simple CI Tests to run those ridiculous KAT tests. We need these to validate that the KAT tests are ok. A KAT test is a Kubernetes Acceptance Testing test. https://github.com/datawire/kat/tree/master The project is deprecated and got moved under ambassador. In the emissary-owned repo, it only uses remote registries, which makes setup complicated with a bunch of GH Secrets that have to be configured. This bypasses that with less configuration, so we can just run the darn test.
