Pie Chart Visualization Type

WIP. Adds a new visualization type.

Current issues:

1. If you change rounds too quickly, the round change is ignored and it is left on the previous round. Instead, it should speed up or complete the animation entirely instead of dropping the request.
2. The svelte source code is not included in the repo, making changes difficult. Figure out how to include them.
3. Run everything through PageSpeed Insights to ensure no degredation in page load times or other metrics
4. Figure out the color scheme. Using the color scheme for round-by-round results doesn't translate well to candidates unless we're using the Full Color Spectrum.

Shel, can you:

1. Update the text in svelte to include the following CSS: font-size: 1.5em; overflow: visible.
2. Can you remove the "Animate All", "One Small Step", and the description at the bottom? These are now redundant with RCVis' text.
